📲 About Yubo

Yubo is a social discovery app that allows users to interact, chat, and connect online.

Developed and operated by France-based company Twelve-App (address: 59 rue de Ponthieu, Bureau 562, 75008 Paris), Yubo is available to download for free on the App Store and Google Play. 

Yubo's main features include creating a profile with photos and a bio, going live, chatting, and adding friends to connect and interact.

This guide is designed to assist authorized government officials, competent authorities, police, and law enforcement agencies (collectively referred to as “Law Enforcement Agencies” in this guide) in submitting requests to Twelve-App.

Yubo's commitment to safety has been a priority since its creation, shaping the platform’s approach to online interactions. The platform combines technology, human moderation, and education to ensure a secure environment, including 100% age verification with facial age estimation, real-time interventions to detect and prevent harmful content, and pop-up warnings educating users about risks like sextortion and online exploitation. Yubo also employs 24/7 human and AI moderation, collaborates with child protection organizations like Childnet, and continuously enhances its safety features to address emerging online threats.

Yubo is a member and partner of renowned child protection organizations such as NCMEC (National Center for Missing & Exploited Children), THORN, NSPCC, Internet Watch Foundation Helpline, E-Enfance, INHOPE, and the Internet Watch Foundation.

Twelve App is also a founding member of the Tech Coalition and Project Protect, a multi-million dollar initiative to fight for child protection.

📤 Submit a Law Enforcement Request

All law enforcement requests must be submitted through the secure Kodex portal.

If you represent a Law Enforcement Agency, please follow these steps to submit a request:

  1. Access the Kodex portal via this link: https://app.kodexglobal.com/yubo/signup.
  2. Select “Yubo” as the platform when submitting your request.
  3. You will receive an email notification once your request has been processed.

For security reasons, we kindly ask every agent to use the Kodex portal exclusively for all requests. As a general rule, we will not share user data or provide evidence via email, phone, or other means. Case-by-case exceptions may apply in exceptional circumstances.

Kodex allows law enforcement agents to submit, track, and securely communicate with our safety team to obtain information relevant to their investigations. In case of a problem accessing the Kodex platform, you can send an email to [email protected].

đź’ľ Information We Collect

We collect personal information from our users, which typically includes:

  • Profile information: name, username, email address, and date of birth.
  • User-generated content: uploads, comments, and messages.
  • Technical data and metadata: logs, IP addresses, location data, and device-related information.

Users may choose not to provide optional information where applicable.

We do not store recordings of live videos. 

Additionally, all personal data is managed in accordance with our data retention policies. User accounts are generally deleted after two years of inactivity.

đź”’ Information Needed to Identify an Account

To identify a user account on our platform, we would need at least one of the following:

  • Username – This is the most reliable identifier as it cannot be changed by the user.
  • Phone number – This may be associated with the account, but users can also log in via Apple Sign-In or Google Sign-In, meaning a phone number may not always be available.
  • Email address – An account may have an associated email, but this field is optional, so we may not always have this information.

If none of the above is available, we can attempt to locate the account using other details, but the chances of successfully identifying it will be more limited.

đź“© Data Requests

A “data request” is an official request from a Law Enforcement Agency to obtain certain information about a user or online activity.

To ensure compliance and protect user privacy, all law enforcement requests must meet specific formal requirements before we can process them.

  • Legitimate Legal Documentation: Requests must be accompanied by official legal documents, such as a subpoena, search warrant, or court order, issued by a recognized and authorized authority. Requests from private investigators alone are not sufficient.
  • Proper Authorization: The request must be issued by a competent authority and include:
  • The name of the Law Enforcement Agency;
  • Contact information, including an official email address;
  • The date of issuance.
  • Addressed Correctly: The request must be directed to the legal entity “Twelve-App”, specifying that it pertains to the Yubo platform. Additionally, all company details must be accurate.
  • Legal Basis: Every request must explicitly state the type of offense and the applicable legal provision to demonstrate that it is part of a legitimate criminal investigation.
  • Scope and Specificity:
  • Requests must clearly define the types of data being requested and the specific user(s) involved. We follow a data minimization approach when responding to law enforcement requests. By default, content data is not included unless explicitly requested and legally justified. 
  • Overly broad or vague requests (e.g., unspecified categories of data or blanket requests covering multiple unidentified users) will not be processed.
  • Requests must specify a clear date range, as we do not provide unrestricted or indefinite data access. 

If a request does not meet these criteria, we may be unable to provide assistance and will request clarification or modifications as needed.

🌍 Non-French Data Requests

If you represent a Law Enforcement Agency outside of France, account information may be disclosed in response to legally valid requests, provided they are issued through the relevant international procedures, such as a Mutual Legal Assistance Treaty (MLAT) request or letter rogatory.

However, we may cooperate directly in specific circumstances, such as:

  • If the request follows a proactive report we made;
  • If the request involves an urgent situation, such as imminent danger to life, health, or security, crimes involving minors, or dangerous threats, provided the requesting authority justifies the emergency. In such cases, it is the responsibility of the requesting authority to demonstrate the urgency. 

Regardless of the procedure followed, all requests must still comply with the requirements set out in the section “Data Requests” above.

đź“” Preservation Requests

We accept data preservation requests from recognized Law Enforcement Agencies. Upon receiving a valid request, we temporarily preserve the specified account data.

  • Requests must be officially issued and specify the account identifier(s) and data type.
  • Preservation does not mean disclosure; a valid legal order (e.g., MLAT, subpoena) is required.
  • Data is preserved for a limited time and deleted if no formal request follows.

đźš‘ Emergency Data Requests

We may respond directly and rapidly to law enforcement requests in cases of imminent danger where urgent intervention is required. To qualify as an emergency, the request must provide clear and specific details demonstrating an immediate risk, such as:

  • Threats to life, health, or freedom (e.g., murder, kidnapping, abduction, sexual crimes, suicide risk).
  • Imminent attacks (e.g., mass shootings, terrorist threats, threats to state security).
  • Crimes involving minors.
  • Confirmed evidence of criminal activity on the platform.

Requests must justify the urgency, as we assess each case before proceeding.

👤 User Notification

According to applicable laws, Twelve-App may be required to notify Yubo users before disclosing their data to law enforcement unless providing such notice: 

  • is prohibited under applicable law or as specified in the request; 
  • would jeopardize an investigation or be counterproductive (such as child safety or terrorism investigations); 
  • and/or would put (an) individual(s) at risk of harm. 

It is the responsibility of the requesting Law Enforcement Agency to clearly indicate in their request if we must notify the user(s) involved or not and, where relevant, let us know when such information must be provided.

Communications should be in French for requests related to France and in English for requests concerning other Member States.
